Tokyo Halloween 2026: Shibuya Street Rules vs Club Parties (Oct 30–31)

The short version

• Halloween 2026 is Saturday, October 31. The big nights are Fri Oct 30 and Sat Oct 31. Clubs are usually busy on Halloween weekends, so arrive early.
• The Shibuya streets are restricted. There is no street party. Drinking outdoors around the station is banned 6 p.m.–5 a.m. every night of the year. Over Halloween the ward adds guards, fences off the Hachiko statue (Oct 30–Nov 1) and asks 62 shops to stop selling alcohol on the 31st. Police run traffic controls from the evening of Oct 30 to early Nov 1.
• Shinjuku bans street drinking in parts of Kabukicho and Shinjuku-sanchome from 5 p.m. Oct 31 to 5 a.m. Nov 1.
• Halloween actually happens inside the clubs. Shibuya’s own mayor points people to indoor events and clubs. As of October 15, two of our partner clubs had announced Halloween parties: WARP SHINJUKU and TIDE TOKYO.
• Bring your physical passport (or another physical photo ID). Plan your last train (around midnight) or stay until the first train (around 5 a.m.).

People still picture Tokyo Halloween as thousands of costumes packed into the Shibuya Scramble. That picture is out of date. Since 2024, Shibuya has banned street drinking every night of the year. In 2026 the ward’s campaign is called “Goodbye Bad Halloween”. On September 30, Mayor Ken Hasebe said he wants people to know that Shibuya on the 31st is not a town where you can party all night in costume. He also said Halloween at events, shops and clubs, done with good manners, is welcome. Put simply, the street is for walking through and the club is where the party is. This guide separates the two. Every fact below was checked on October 15, 2026.

Street vs club: two different Halloweens

Most confusion about Tokyo Halloween comes from mixing up two things.

If you came for the costumes and the crowd, you want the second one. The rest of this guide covers the rules you’ll pass on your way in, then where to go.

Shibuya's 2026 Halloween rules

These are the measures Shibuya Ward announced on September 30, 2026, plus the Shibuya Police traffic notice published October 5.

The ward is also locking the shared e-scooter ports around the station and running extra rubbish patrols. Its message is clear. Walking through Shibuya is fine. Turning the street into a party is not.

Shinjuku, Kabukicho and Roppongi

Shinjuku has a Halloween-only rule. From 5 p.m. on Saturday Oct 31 to 5 a.m. on Sunday Nov 1, street drinking is restricted in parts of Kabukicho 1-chome and Shinjuku 3-chome. Shops in the zone are asked not to sell alcohol, ward staff patrol, and using fire, climbing street lights or buildings, or blasting speakers is banned. The ward’s own warning is that Kabukicho is not a big space, and crowds of street drinkers lead to accidents and fights.

That matters because several partner clubs (T2, WARP, TIDE, THE PINK TOKYO) are in or near Kabukicho. Walk to the club, don’t drink on the way, and do your drinking at the bar.

Roppongi has no Halloween street-drinking rule like these, as far as we could find. That is not a green light, though. Roppongi on a Saturday night is already busy, and the same advice applies.

Which nights to go, and how busy it gets

Clubs are usually busy on a Halloween Saturday, so don’t count on walking in late. Eat before you go, decide on one club rather than hopping, and skip the Scramble entirely. The ward says station exits toward the crossing may change depending on how crowded it gets.

How the guest pass works. The QR guest pass is free. There’s no sign-up and no prepayment. Show it at the door with your physical ID. What it gets you depends on the club and the night: a lower cover, an extra drink, or both, up to ¥2,000 off. A ticketed party (like TIDE’s SAMHAIN) may have its own event pricing. If a club is closed that night, the pass can’t be issued, so you’ll know before you go.

Costumes, lockers, ID and getting home

1. Change before you leave. Shibuya provides no public changing areas or temporary toilets this year. Get into costume at your hotel, and keep it something you can dance in. Skip big props, anything that looks like a weapon, and masks that block your view. The door can refuse those. See the dress code guide.
2. Plan for your bag. Most clubs have coin lockers or a cloakroom, typically ¥100–600 for a locker. Bring coins, and leave big bags and suitcases at the hotel. Details: lockers and coat check.
3. Bring your physical ID. A costume doesn't change the door check. You need the original government photo ID, and for most visitors that means a passport. A photo of it on your phone usually isn't accepted. Most clubs are 20+, and a few admit from 18 (passport rules, age limits).
4. No drinking on the walk. It's banned on Shibuya's streets every night, and in the Kabukicho zone on the 31st. Drink at the club bar.
5. Choose: last train or first train. Most lines run their last train around midnight and the first around 5 a.m. On the 31st, taxis around Shibuya Station will be hard to get because of road closures. Most people simply stay until first train. Options: getting home after the club.

When is Halloween 2026, and which nights are the big ones?

October 31, 2026 is a Saturday. The two main nights are Friday Oct 30 and Saturday Oct 31, with Saturday the peak. Some clubs also start Halloween events the weekend before. WARP SHINJUKU’s runs from Oct 23.

Is Halloween banned in Shibuya?
